What is the purpose of this project website?

This project website includes display boards, a feedback form, assessment information and other materials to review. The information here will be available throughout the project, but we ask that you submit comments and questions related to the project no later than Friday, January 17, 2025.

  1. Project Updates and Schedule

The contractor for this project is Park Construction Company from Minneapolis, Minnesota. The full-time project inspector for the project is Joe St. Dennis. The contractor is onsite working on the removals and will be reclaiming the existing bituminous the week of May 12th for Phase 1. The contractor is working on replacing the gate valves, installation of storm, sewer, and repairing sanitary sewer manholes. This portion of the project is schedule to be completed by mid-June. Phase II will begin around the time the first lift of payment is installed on Phase I.

The project will be constructed in three (3) phases, as outlined below:

  • Phase I will include McKinley Street, from Thurston Avenue to Lund Boulevard.
  • Phase II will include Lund Boulevard, from Thurston Avenue to McKinley Street. This phase may begin after the bituminous non-wearing course is completed in Phase I.
  • Phase III will include McKinley Street, from Lund Boulevard to St. Francis Boulevard (TH 47). This phase may begin after the bituminous non-wearing course is completed in Phase II. In addition to this requirement, Phase III may not start until after June 6, 2025 (following the last day of 2024/2025 school year) and must be completed no later than August 29, 2025 (before the first day of the 2025/2026 school year).
  1. Background Information

The Street Surface Improvement Program (SSIP) began in 2009 for city streets showing accelerated deterioration in order to create longer term benefits than just with roadway maintenance. Since this program began, over 2,300 properties have benefitted, and 20.0 miles of city streets have been resurfaced or 34% of the 70.8 miles of city streets.

The 2025 Street Surface Improvement Project – Lund Blvd & McKinley St is proposed to be approximately 1.3 miles of resurfacing for the neighborhood for the neighborhoods of McKinley Park, Mineral Ponds, and the Anoka Enterprise Park. The 2025 SSIP Project will also include the resurfacing of two parking lot at George Enloe Park off McKinley Street and Weaver Boulevard. The estimated cost of this project is $2.3M.

    Bump-outs provide improvement for the following reasons; pedestrian safety, traffic calming, enhanced visibility, aesthetic appeal, and parking control.

  1. Special Assessment Information

Special assessments are a charge imposed on properties for a particular improvement that benefits the owners of those selected property. Based on Minnesota State Statute Chapter 429 provides a municipality the authority “to levy and collect assessments for local improvements upon property benefited thereby” for public improvements. 

The typical residential property assessment is approximately $2,730. 

Assessments are proposed to each benefiting property within the project area limits. The assessments for the street reconstruction will be according to the City’s Street Reconstruction Assessment Policy. The proposed residential assessment rate for 2025 will consist of a $1,930 street unit assessment and a $10 per lineal foot street assessment.

For example, a typical 80-foot residential lot would pay the following proposed assessment

Assessments are levied over a 5-year period at a 5% interest rate. The annual payment for an $2,730 assessment is approximately $619. 

For all other properties, including but not limited to, four or more-unit residential properties along with commercial, industrial, school and church properties will be double the amounts presented above.  

The city of Anoka encourages eligible property owners who may have a hardship with a special assessment to apply for deferral.  Please review the following qualifications regarding the possible deferment of a special assessment.

Deferral is possible if application is made and:

  1. The property upon which the assessment is levied is homestead; and
  2. The homestead property is owned by:
  3. A person at least 65 years of age on January 1st of the payment year, for whom it would be a hardship to make payments, OR
  4. A person who is retired by virtue of a permanent and total disability for whom it would be a hardship to make the payments.

MINNESOTA LAW: M.S.A. §429 - the cost of any improvement, or any part thereof, may be assessed upon property benefited by the improvement, based upon the benefits received. The law provides that a Municipality has the power to make public improvements and assess the improvements to the benefitting property.

  1. Underground Irrigation

Underground Irrigation Systems

Construction activity will disrupt the boulevards where an irrigation system may be installed. We feel that as a part of the project, it is our responsibility to restore the systems we have been notified about. The City of Anoka will hire an irrigation system contractor to disconnect your system when the project begins and restore the system at the end of the project.
